Page 177 of the "Incident Communications User Guide" mentions a simulation mode, but it doesn't explain how to activate it, where to activate it, or how this mode can be used. Add more details in situations where a term is used but not explained.
If you encounter a term on a page that you are unfamiliar with, your best option would be to look in the Table of Contents for that term and then go to that section. For example, Scenarios are described on pages169 - 177. Simulation Mode is discussed on pages 133 and 134.
