EBS: Users Cannot Change the Contact Cycles Setting in Incident Templates
Users cannot change the contact cycles setting in incident templates.
Incident Zones are selected for the incident template and the contact cycle setting defaults to one so that recipients are not inundated with multiple notifications.
This is by design. In order to change the contact cycles setting, incident zones must be de-selected.
