Why are some characters in my CSV file replaced with question marks?

If characters in a CSV file are being changed, please view the following article which explains how to convert the character encoding: https://superuser.com/questions/21135/how-can-i-edit-unicode-text-in-notepad.

Everbridge Suite does not require CSV files to be encoded as UTF-8 before being uploaded.
