Problem

Creating incident templates in Incident Communications with an IPAWS message generates the error:

For incident phases: New | Updated | Closed's body, voice file are all empty, please fill the information.

Root Cause

Contacts and variables are not selected in the incident template.

Solution

In order to save an incident template that includes and IPAWS message, at least one contact must be selected and incident variables must be used.
