Why is my rule not working?

Answer:

Rules, contact searches, custom reports, and dynamic groups use "AND" search logic. This means that when multiple fields are used in a custom filter, the search results will be for contacts that match all of the values, not any.

The example pictured to the right does not return any contacts because there are no contacts that have a delivery method value that starts with "617" AND ends with "555".

Similarly, no contacts would be returned if both conditions were set to "starts with", as no contacts have a delivery method value that starts with "617" AND "555".
