How to apply for access to IPAWS-OPEN (MOA attached).

Description

IPAWS stands for "Integrated Public Alert & Warning System."

To apply for access to IPAWS-OPEN follow the instructions found on the FEMA website for Alert Origination Software Providers (AOSPs). Note that developers are encouraged to test their products in the IPAWS-OPEN development environment to ensure they are IPAWS-compatible. If compatible, developers must execute a Memorandum of Agreement (MOA) with FEMA to gain access to the IPAWS-OPEN development environment. See attached.

Email the completed MOA to IPAWS@fema.dhs.gov and indicate "Developer MOA Application" in the subject line.

NOTE: There is a broken URL in the attached MOA, http://www.fema.gov/library/viewRecord.do?id=5670. FEMA has been notified to update the document. As of July 2025, the document has not been updated.

Meanwhile, the correct URL for "Alert Origination Software Providers" is:

Adding New IPAWS Event Codes

If you need to add a new IPAWS event code to your WEA and EAS Alerting system, first check your current FEMA certificate permissions to see if the desired event code is already listed in your profile. If the event code is not listed, contact FEMA directly at ipaws@fema.dhs.gov to request the addition of the specific event code to your credentials.
